Security cameras might not prevent crime but they can be a big deterrent. Also, they do give law enforcement some evidence that could lead to the arrest for a crime. If the property owner does not have cameras when a crime occurs footage from a nearby property can be useful. We all benefit from more security cameras on business and residential properties.
However the cost of a video security system can prevent many from even considering them. To be of any worth, owners must maintain and know how to use the systems they have installed.
My proposal is to provide an opportunity for an annual discount on a property owner’s water bill for having a functioning video security system. The discount would be a maximum of $200 per parcel/year, $20 for each qualified camera being recorded.
System Requirements:
- Cameras must be a minimum of 2 Megapixel resolution.
- Video recordings, either continuous or motion-based, must be preserved for 7 days minimum.
- Must have night vision or infrared illumination.
To receive the discount the property owner would need to request a discount via the city’s website or paper form, listing address, and the number of each brand/model of cameras. Code enforcement would visit the property to inspect cameras and ensure they are recording. The property owner would also need to demonstrate the ability to export photos and/or videos. Code enforcement would determine the discount for the property owner.
